Hillsborough County is located on the west central coast of the Florida peninsula with theCity of Tampa as the County Seat. Hillsborough County was the premier government inthe Sunshine State to decriminalize the violation of water use restrictions, as it adoptedthe civil citation process in 1993. This placed responsibility for enforcement ofmandatory water use restrictions within the County’s enterprise-funded WaterDepartment.Between 1993 and September 2003, 632,672 miles have been logged in the enforcementprogram, with 17,879 citations and 14,510 warnings issued. During this same period,water use has declined from 123 gallons per capita per day (gpcd) to 105 gpcd, a 15percent reduction.This paper discusses all aspects of the County’s enforcement program includingstaffing and equipment utilization, citation issuance and processing, case escalation toplacement of judgment liens, penalty collection and utilization of collected funds.
