This paper discusses the necessary steps a utility should take in selecting an education program that will fit its budget, not overwhelm its staff and actually work to educate the audience. The steps include: needs assessment; advisory committee; establish the mission; set the budget; determine staffing needs; and, establish the specific quantifiable goals that the utility is trying to reach. Three case studies are given.
