Hall County, Georgia, one of the fastest growing areas in the metropolitan Atlanta Region isdeveloping a water supply system to meet new growth. As part of this project, CH2M HILL andthe County have evaluated various treatment processes to provide cost effective, high qualitywater to its customers. This paper focuses on the results and implementation of the combinationof enhanced coagulation, a roughing clarifier and membranes as viable techniques to meet Stage IDisinfectant/Disinfection By-Products Rule (D/ DBPR) requirements, the Surface WaterTreatment Rule (SWTR), the Interim Enhanced Surface Water Treatment Rule (IESWTR) andfuture pathogen inactivation/removal requirements. Pilot testing requirements and results will bediscussed to verify the effectiveness of the recommended processes and will be a useful tool inconsidering the proposed process for other surface water plants with similar water qualitycharacteristics. The paper will also review the validity of using roughing clarifiers as apretreatment step in conjunction with low pressure microfiltration/ultrafiltration (MF/UF)membranes for surface water plants. Pilot testing will be conducted January 2001through April 2001; therefore, actual pilot testing results are not available at the time thismanuscript is being prepared, but will be provided at the presentation.
