This powerpoint presentation begins by providing a brief overview of a multi-agency benchmarking program. It was designed to address key participant issues by:establishing a performance baseline forproject delivery;determining how to evaluate performancerelative to baseline (KPIs); identify key activities that drive performance; and,identify best practices relative toperformance drivers (BMPs). Traditional perspectives on the efficiency ofcapital projects are presented, along with initial analyses and results, anddevelopment of improved key performanceindicators (KPIs). Presentation conclusions indicate that there are still some weaknesses with thenew regression model, including:full, consistent cost accounting by different agenciesdifficult to achieve;ignores cost-benefit trade-offs of decisions made overproject lifecycle;vulnerable to price volatility;easy to manipulate data to produce desired results; difficult to collect data on enough projects forstatistical significance;construction cost is not a consistently strongexplanatory factor; and,other, unknown explanatory factors may also beimportant.
