Description
The County Sanitation District No. 1 (CSD-1) is integrating implementation of asset management (AM) with implementation ofa voluntary Sanitary Sewer Management Plan (SSMP) in an attempt to meet therequirements of future Capacity Management, Operations, and Maintenance (CMOM)regulations. The SSMP incorporates all the elements of the proposedFederal U.S. Environmental Protection Agency (USEPA) Capacity, Management, Operation, and Maintenance (CMOM) rule and isCalifornia’s response to the federal requirement. However, the CMOM/SSMP does notaddress establishing cost-effective methods, defining the appropriate level of service,sustaining the full life cycle of the infrastructure economically, or engaging, monitoring,and measuring performance. Thus, to address these issues, CSD-1 is integrating the threeprimary principles of asset management into the SSMP: risk management; costbenefit analysis, remaining within the financial capability of the community to fund theplan; and, the use of performance indicators to achieve SSMP long-range goals.To support the long-term goals of the CMOM/SSMP, CSD-1 is addressing businesspractice issues through the integration of three initiatives: CMOM/SSMP; AssetManagement; and, performance metrics. As implementation occurs, all three supportingpractices will be interwoven into the roll-out of the SSMP programs. This paper presents how CSD-1 plans to integrate business practicesinto capital and operational programs to comply with stringent regulatory requirementswhile minimizing rate impacts to customers. AM principles, as best business practices, will be integrated with the CMOM/SSMP to transform the Districtinto a cost-efficient and driven organization focused on achieving business success.
