As wastewater and water utility contract operations become more mature, theability to evaluate the cost and performance of these types of operations hassimilarly reached its prime. However, public officials continue to have limited informationavailable to them when contracting for operations or renewing contracts. This paper studies the issues surrounding both the costs and performance of utilitycontract operations.George Mason University, in cooperation with Black and Veatch ManagementConsulting, conducted a nationwide survey of contract operations of over200 plants. Building upon the results of two previously conducted surveys, thisstudy expanded the state-of-the-knowledge significantly. By including ananalysis of the renewal (or more importantly non-renewal) of contracts andcontract structure changes, this new survey addresses many previouslyunanswered questions. More is now known about the level of effort associatedwith contract management. The results of the survey provide valuable insightsinto contract terms, staffing, new approaches to repair and replacementresponsibility and capital renewal, innovative incentives and other trends over thelast six years. The comprehensive nature of this study provides municipalgovernments with the information necessary to achieve operational cost savingsgoals relative to the size and scope of the operation.
