Capital budgets are increasing for most water utilities today,driven by demand for new capacity, regulatory pressures, and the need for infrastructure repair and replacement. At the same time, there is increased public demand for rate accountability and pressure to be more cost effective. No longer can utilities afford the method of capital planning so often used in the past, whereby major projects were placed on a list for funding and rolled over year after year. What is needed to meet current challenges is an organized, documented process, driven bystakeholder priorities and coordinated with other financial and master planning activities. Recognizing the need for capital planning tools and guidance, the AWWA Research Foundationteamed with CH2M HILL to develop an enhanced capital planning strategy for water utilities. In concert with a focus group of managers from water utilities and other industries, the team produced a multi-media CD ROM manual including instructions, examples, and tools for implementing an effective capital improvement project. This paper reviews the contents of the CD ROM. Includes figures.
