Description

The City of Winnipeg, Manitoba, Water and Waste Department providesboth public and internal services to 600,000 customers. The Water & Waste Departmentidentified that customer expectations were increasing and that the water and wastewater rates were not viewed as being competitive. Also, privatizers have demonstrated that competition for delivery of these services is real. The Department therefore developed a Department Business Plan that focused on a Strategic Direction–Being Competitive–to increase efficiency, reduce operating costs, and provide a high level of customer service. The Computerized Work Management System (CWMS) project described in this paper was identified as a critical success factor in achieving these goals.The paper describes the methodology used, including formation of teams, communications, the redesign steps, and pilot implementation of the CWMS. It shows how changing work practices results in major cumulative savings. Includes figures.
