The regulatory development process used by the US EnvironmentalProtection Agency (USEPA) can be divided into threecategories – “priority” regulations, the six-year review of existingregulations, and the development of new regulations. This articlesummarizes recent USEPA actions in each of these areas andexamines the triggers that ultimately determine regulatorydevelopment.Regulatory triggers that are based on the occurrence datafrom the first six-year review and on the first round of regulatorydeterminations from the Contaminant Candidate List provideinsight into when a national drinking water regulation might ormight not be considered to be warranted.By consolidating information from different sources, this articlefurthers the understanding and analysis of drinking water policy. Italso points up the need for additional research and information inseveral areas including historical data used in the regulatorydevelopment process, performance of analytical methods at lowconcentrations, comparisons of the uncertainty and risk managementfactors used in past regulations as well as a comparison of past cost-benefit analyses.
