Description

The Clean Air Act Amendments of 1990 Section 112(r) required the EnvironmentalProtection Agency (EPA) to develop regulations that would prevent the accidentalrelease of hazardous chemicals to the air and mitigate potential impacts to thepublic and the environment. The rule was finalized in June of 1996 by EPA and canbe found in 40 CFR Part 68–Accidental Release Prevention Requirements: RiskManagement Programs. This rule has created significant interest within theengineering and industrial communities. Thousands of facilities throughout thecountry that store hazardous chemicals above designated threshold quantities willbe affected. Of particular interest are water and wastewater facilities thatstore hazardous chlorine gas in quantities greater than 2,500 lbs. Facilities aremandated to assess potential risks to the off-site public and the environment througha hazard assessment, create a multi-step prevention program, and implement amanagement system to oversee continued program implementation. Additionally,facilities must coordinate an emergency response plan to safely and efficientlymitigate any subsequent accidental release of a hazardous chemical. All subjectedfacilities must be in full compliance by June 21, 1999. The purpose of this paperis to provide a practical guideline to the large number of water and wastewaterutilities seeking to obtain regulatory compliance and evaluate their disinfectionalternatives for the next century. This paper will outline the rule requirementsand utilize case study results from the City of Coral Springs, Florida RiskManagement Program. Includes table, figures.
