When the Detroit Water and Sewerage Department undertook the project of a new department-wide instrumentation control and computer systems program, it knew that such a system must be supplied and installed by qualified manufacturers and suppliers. The department used a “Solicitation of Qualifications” (SOQ) as the main part of the prequalification procedure. The SOQ described the project’s scope and complexity and asked a series of questions which identified those contractors best qualified to participate in the project. Included with the SOQ were documents relating to minority and women’s business participation; anyone responding to the SOQ had to comment on the applicability of these documents to the project. The contents of the SOQ included an introduction and overview, objectives, features required to meet the objectives, typical and mandatory functions, concept diagram of equipment, and information on the numbers and types of key equipment. The SOQ also contained information on the construction schedule, preparation and submittal instructions, and more than 500 technical, business, and management questions regarding the responder’s experience, technical resources, financial health, and system features. Teams reviewed the responses to the SOQ. The answers to the questions were scored and the scores were tabulated using a spreadsheet. The contractors were reviewed based on their scores. All information was documented to allow review with anyone disputing the results of the process.
