This paper reviews the planning and development aspects of a large AM/FM project through a case study of the Eastern Municipal Water District (EMWD) in California. Complete details are provided on the planning process, budgeting, system selection, database development and applications development. When completed, the EMWD program will be a unique example of how AM/FM technology can be applied in a large- scale water and sewer utility environment.
