Description

This paper describes how to estimate a critical component of a benefit-costevaluation – the benefits of conserving water. Many water utilities use benefit-cost analysis to evaluate and select a conservation program best suited to local conditions. This type of analysis requires locale-specific data about water use and demographics. Steps are given for implementing the methodology for benefit-cost analysis. In addition to benefit-cost analysis, the measure evaluation includes consideration of nonquantified environmental, socio-economic, and consumer relations’ factors. Benefit-cost analysis is a very useful screening tool, but the results depend on an accurate forecast of the water savings, costs, and benefits. This paper describes the process to estimate benefits.
