Description

This paper discusses a construction project that involved building a new 240 mgd water treatment plant (WTP) at Detroit Water and Sewerage Department’s (DWSD) Water Works Park site. The new plant would lower operating and maintenance costs, have a longer useful life, and allow DWSD to comply with anticipated more stringent water quality regulations. DWSD recognized that a Design/Build approach would encourage innovation and would significantly shorten the project delivery schedule for the new WTP, reducing the amount of time the existing plant would need to be kept operational. To ensure that the Design/Builder provided a low maintenance, high quality plant, it was decided to make the contractor responsible for all maintenance for the first seven years of plant operation. In December 1996, a 6-month pilot study was started to establish the Basis of Design for the new WTP. During the pilot study, the requirements for the project and the Design/Build/Maintain contractor selection procedure were determined. Further contractural terms are discussed.
