Description

The early history of membrane technology in the municipal marketplace was quite adventurous. There were many well designed systems that have enjoyed years of successful operation. Unfortunately there were also systems that were poorly designed and even some systems that were not completed by the OEM due to financial instability. It is for this very reason the engineer and the municipality must exercise extreme caution in preparing the specifications to be used in the bidding documents. It is equally important the engineer and the municipality strictly enforce the specified requirements once they have been established. All too often general contractors and/or the OEM stretch the truth with the hope a low bid will overcome their deficiencies. It is important to learn from the history of membranes in the municipal marketplace. This is one of three papers on membrane procurement from various points of view.
