Description

The author provides an overview of the water supply situation in El Paso, Texas, and how reuse is being used to help augment dwindling groundwater supplies. The history of water use in El Paso, including problems with groundwater mining, are discussed. Reaction to groundwater mining included changing to an increasing block rate for water rates, importing groundwater, and reusing reclaimed wastewater for artificial recharge. Current water resource planning involves a change in approach that would minimize the city’s reliance on groundwater in the future. The plan calls for increased water conservation and increased use of surface water. A few examples of installed reuse systems are described, and future reuse plans are outlined. The affect of NAFTA on the water supply situation is also discussed.
