Description
Previous attempts to evaluate the effectiveness of water conservation programs have often yielded ambiguous and unconvincing results. The lack of empirical support for the effectiveness of water conservation programs has undermined the rationale for their need and impaired the ability of water planners to design better programs. This paper summarizes what water managers and planners can learn from a detailed evaluation of ultra-low-flush (ULF) toilet rebate programs in Southern California.
