Aging infrastructure combined with population growth and demand for ahigher level of services pose a new challenge to today’s utilities. The City of Phoenix undertooka major step towards this challenge two years ago when an Asset Management Project wasawarded to the Wilson/GHD team to evaluate the 24th Street Water Treatment Plant(WTP). This was the first asset management project for water utilities in the State ofArizona. The project objective was to assist the City in identifying CIP projects at thisfacility for the next five to ten years as well as provide the City with a tool to assistprioritization of projects in the medium and long-term time periods.A comprehensive evaluation of all assets at the 24th Street WTP (civil, mechanical,electrical and instrumentation) was conducted, including a systematic and methodicalapproach to evaluate and prioritize existing assets at the WTP. Project steps includeddata collection, evaluation and updating of existing asset database, Delphi Workshops toperform condition assessment, detailed condition assessment, and analysis to prioritizereplacement or rehabilitation of assets. The City has also invested on incorporating theinformation into Real Time Infrastructure Valuation Analysis (RIVA) software to create a dynamic system which will assist them inprioritizing projects at the WTP.
