Description
This paper discusses why many organizations struggle to maintain a cohesive communication program, despite the existence of a communication plan; and, presents a process that will help utilities avoid planning pitfalls and create plans that are realistic, creative, flexible, measurable and implementable. The process includes: identifying goals and objectives; identifying audiences; establishing messages; developing strategies and tactics; prioritizing; creating an action plan; and, evaluating.
