A large number of utility engineers specializing in cold regions issues have worked together over 20 years to prepare a manual on planning, design and operation of community utilities. Three editions of the document have been prepared over the years with the most recent version being 888 pages. Included are geotechnical issues (soil freezing and thawing), thermal calculations, water source development, treatment, and distribution systems (including buried pipes and utilidors) for conditions where the air or soil temperature is below 0 degrees C. This paper briefly covers the evolution of the document, focusing on the water management components. The interagency team that prepared the monograph included both American and Canadian experts. The latest edition of the document contains 17 chapters, 8 appendices and hundreds of references. It has assisted engineers with many designs and is a “must read” for anyone planning to work on water supplies in cold regions. Includes 4 references.
