Lessons Learned (So Far) in Trying to Implement the Lead and Copper Rule
Conference Proceeding by American Water Works Association, 01/01/1993

Document Format: PDF

Description

This paper outlines twelve lessons learned by Portland Water Bureau (Oregon) concerning the Lead and Copper Rule and the issues that surround it. 1) Consolidated regional approaches to parts of the Lead and Copper Rule make sense. 2) Not everyone wants to take regional approaches to the rule. 3) Public education is not cheap. 4) Proactive public education results in a better public image. 5) Public messages are complicated and get mangled by the media. 6) Answering questions about the public health risk and the basis of the rule in the context of a community is hard. 7) The public is sometimes more accepting of taking responsibility for controlling the risks from lead than the regulations allow. 8) Compliance timelines in the rule are short. Don’t delay. 9) Involve regulators early in what you are doing. 10) Verify the presence of lead in solders in homes. 11) The attrition rate of volunteers for home sampling can be significant. 12) There is variability in results of home sampling that can be significant compared to the action levels.
