This paper covers the development of a master plan, design, implementation, andconstruction of the new Minneapolis, Minnesota Water Works (MWW) Supervisory Control AndData Acquisition (SCADA) system. In order to increase ownership in the new system,MWW personnel have been directly involved in the design, implementation, andconstruction of the new system from the start. Shifting regulations, a tight labor market,an aging workforce, and a need to minimize costs are just some of the challengesfacing MWW.The City of Minneapolis has been providing water from the Mississippi River toresidents for 133 years. In 1867 a small pump and a system of mains and hydrants wasinstalled for fire protection in the lumber-milling district. Within five years, water wasbeing supplied to residences south and west of the river by a pumping station. Thesystem has continued to grow to its present size and now MWW provides approximately68 million gallons per day of water to over 500,000 people in eight communities, the University ofMinnesota and the Minneapolis/St. Paul International Airport. The Mississippi River isstill the source of raw water, which is softened, filtered, and delivered to its customersthrough a number of pump stations, reservoirs, and distribution system. The MWWsystem consists of a softening plant, two filtration plants, a dewatering plant, a lagoontreatment system, 12 pump stations, 10 flow control valves, 30 pressure points, 1,000miles of water mains, 14,000 valves, 8,000 fire hydrants and a storage capacity of 162million gallons of water. MWW is a national leader in the use of Automatic MeterReading (AMR) with the majority of its customers on the system to collect billinginformation.Like other utilities, MWW needed to replace its aging SCADA system to improveoperations and efficiency and continue providing its customers with high-quality servicewhile minimizing operating costs.
