Description

A critical task of every utility is the planning and execution of the renewal ofthe existing water infrastructure. Many water systems are aging, leaking, andbreaking at rates not being matched by the pipe rehabilitation or replacementcycles. Reactive repair of broken mains, rather than proactive rehabilitation andreplacement, is still the norm for many utilities. While it may be difficult tomuster support for the arduous task of financing and executing the replacement ofthose assets, utilities have a responsibility to routinely reinvest in theinfrastructure to ensure reliability of service. Without the appropriate level ofcare, an asset eventually deteriorates to a liability over time. This cannot bepermitted in so vital a resource as our water systems. The objective of thispaper is to present tools, techniques and concepts used to enhance water mainrenewal planning. A comprehensive effort to address infrastructure deficienciesincorporates many elements of the traditional planning, design and constructionsequence but with innovative twists. Powerful new technologies and old-fashionedingenuity are enhancing this process. Includes 6 references, figures.
