This past March, the U.S. EnvironmentalProtection Agency (USEPA) unveiled a newstrategy for drinking water regulation, proposingfour major changes to the currentprocess: address contaminants as a grouprather than individually; encourage developmentof new treatment technologies toaddress health risks; use multiple statutesto protect drinking water; and, work withthe states to share more complete data fromsystem monitoring. Although the authorbelieves that regulatory reform could bebeneficial, he suggests what he believes to bea more practical and sustainable alternativeto what USEPA has presented.The author provides four recommendationsthat would reduce the current number ofregs, add a small number of new regs,expand the role of the Health Advisory Program,and provide guidance to the statesfor standardized regulatory applications. Henotes that such changes to the current regulatoryprocess would result in more efficientregulations and more health-based benchmarkvalues, which would reduce uncertaintieswhen trace contaminants are detected.
